ya i agree with omegared. you can also first pollute the atmosphere with oxides of nitrogen. in contact with UV light the oxides of nitrogen will break into nitrogen and oxygen atom. the latter will further react with O2(oxygen) to give ozone.
secondly like omegared said, use O2. this molecule is less dense than that of NO2. there's less ability of the gas to leave the planets atmosphere.
