i think 'aphids' have settled on your mango tree,if it is flowering time where you live you must act quickly as these can be damaging to both the tree & the fruit crop, there are several insecticides as well as organic compounds, which when sprayed can control the organism.I advise you to first check with a knowledgable nurseryman or horticulturist to confirm & for guidance on available pseticides.

Take a sample to a plant nursery and ask what they think. Don`t go to someplace like home depot. You will just end up asking someone who barely knows how to tie there shoes there. But a Family owned kind of place. They should have the knowledge and have the proper solution for you.

It sounds like scale. These little insects (in the larval stage of their lifecycle) live under a "shell" attached to the stem or leaf of plants.

The "shell" or scale that protects them does not fall off when they are dead. So it is possible that you have killed then when you sprayed but to you it looks like nothing happened because the scale is still attached. Scrape one off with your fingernail and you will see if there is a live worm-like larva or if it is dead or gone. My suspicion is they are dead--but if they are alive spray them again.

Once they are dead you can remove the scales with a cotton ball and a mild detergent solution. Good luck.
