Lysosomal enzymes are produced in the rough surfaced ER.These enzymes move to the Golgi complex and then move across it in trans manner and get loaded in the vesicle which is pinched off. You may call this budding off of the vesicle of the Golgi complex. Sorting of lysosomal enzyme occurs in the Golgi complex.

No, the budding off vesicles are actually the vacuoles that transport the cholestrol, lipids, protiens ect. to be modified by the golgi apparatus before being transported to other parts of the cell or body by these same vesicles.
