getting rid of weeds?

Question

Im thinking about putting tanbark on my lawn edges to kill the weeds, is this good for keeping down the weeds??? and ive been told to place newspaper down first, is this a good idea?????

I use 7 to 9 layers of newspaper then cover with mulch. Very effective in preventing weeds.
