The exact amounts are not important as long as the resulting colors are deep enough to show clearly.

The solution was probably prepared but dissolving a few grams of Cobalt (II) nitrate in about 100 mL of water and then slowly adding dilute Hydrochloric acid until the solution turned deep blue.

It would be important to add just enough HCl to get the CoCl4-2 complex but not in excess which would keep the reaction from ever going to the right.
