I believe the peak discharge is the maximum volume flow of water passing a certain location during a storm event. It's usually described as metres/per second. Peak rainfall is the maximum amount of rainfall seen in a certain location. There is a difference between the two as some rain is always held back in the ground. I'm dragging this up from distant memories of my Geography GCSE though.
