flame is the combustion of gasses (fuel) and heat. Since it cannot exist with out gasses fed into it, it would be considered a reaction between gasses and heat. This is also observed with electric sparks (although a spark in gas can cause a gas to shift to plasma).

glowing hot gas radiating light. Since flame is a product of combustion is is an active cemical reaction and thus not a state of matter, but rather a change of it. an anti-state if you will.

In order to have a flame you must have the fuel soruce and Oxygen or it wont burn.
