It is an option given to subscribers to allow or not personal contact with other subscribers... Double click on pictures or avatars and you can check if those people allow contact. If they do, you will see their e-mail addresses or their IM icon along with their IDs.

Only if they want to be contacted..you would need to go to their user id in the question and if they were open to be contacted, it would provide you with a link to IM or e-mail them, if they are not open to it, you are out of luck.

Both of you have to allow email or instant messaging.
You don't have either allowed so you can't contact or be contacted by anyone unless you change your settings.

Yes click on to the avatar...It will give you the details if they have enabled or disabled contact with others( thorugh email )
