Something more along these lines:

The elected Aceh governor should reject the ex-officio position offered to him as the Deputy Head of the BRR. He should instead place himself at a higher level, such as a member of the Steering Council, together with the relevant ministers from the central government.

I would say 'at a higher position' but I would also say the author of that should quit using the word 'position' so frequently!

but it is redundant and poorly written. I would replace "at a higher position" with just "higher."
