If you want to block just about every ad on your machine, you could go to the following link and install Hosts File.
http://www.mvps.org/winhelp2002/hosts.htm
What this will do is when your computer tries to open a second connection to an ad server, the connection request will be looped back to your machine instead of going out. Hosts File will also prevent you from visiting countless sites know to have malicious content on them.
Here is a short version of how to install it
Go to this link
http://www.mvps.org/winhelp2002/hosts.txt
Click Edit > Select All > Edit > Copy* (Saves to clipboard)
Navigate to the following location for your Operating System
Windows XP = C:\WINDOWS\SYSTEM32\DRIVERS\ETC
Windows 2K = C:\WINNT\SYSTEM32\DRIVERS\ETC
Win 98/ME = C:\WINDOWS
Open "Hosts" with "notepad" and replace the contents by highlighting all that is in the file and pasting the contents that is stored in your clipboard* and save the changes. To do so... Edit > Select All > Edit > Paste. Click the X to exit and click Yes when prompted to Save Changes.
The host file is extremely large and will slow your computer down a bit. To prevent this, you need to do the following. (XP and 2000 only. Speed should not be affected on 98/ME)
Start > Run (type) --> services.msc > Click OK
Scroll down to DNS Client, Right-click and select Properties
Click the drop-down arrow for Startup type
Select Manual, click Apply then OK and Restart your computer.
You will now notice a whole lot less ads being displayed on your machine and possibly (depending on your surfing habits) some sites you could no longer visit. If your computer will no longer let you go there, you don't want to go there.
Check back at the second link I provided about every 2 weeks and update your host file if a new one is released.
Since Hosts File were used by hijackers to prevent you from visiting security sites (AV updates etc...) some Anti-Spyware software will lock hosts files to prevent malware from writing to it. If you are prompted buy a security product that your Hosts File is being altered, please allow the change, only if it is you that is altering it. If you receive a warning when you are not altering it, it should be blocked.
If you have manually locked your host file with some security software (example: Spybot S&D) you will need to disable the lock before editing the Hosts File and re-enable it when you are done.
Best Regards,
Windsor

Open up the Internet Explorer browser in the manner that you usually do.
You can double click on the Internet Explorer icon that Microsoft adds to your Desktop.
Then you click on the word Tools, which is contained in your top tool bar area.
This will pull down a menu for you to now click on Internet Options.
In the center of the screen, click on the button entitled Delete Files.
Windows will ask if you want Delete all files in the Temporary Internet Files folder.
You can place a check mark next to Delete all offline content to remove locally stored content.
When you are satisfied with your selection, click on the OK button to delete these Temp files.
This action will free up a decent amount of the Temporary Internet files on your system.
Now click on the newly added button entitled Delete Cookies.
Windows will ask if you want Delete all cookies in the Temporary Internet Files folder.
Click on the OK button to have Windows delete all of these Cookie files for you.
Now click on the Clear History button to clear out your recently visited page links.
When Windows asks if you want to Delete your history of visited Web sites, click on Yes.
Notice that there is an adjustment next to Days to keep pages in history:.
Adjust this setting to your personal preference. 0 days ls sfficient for History links.
Then click on the OK button to save your changes and exit the Internet Options Window.

I am not exactly sure what is happening, but I know that it could possibly be spyware/adware. I suggest you try that and see if that clears up anything. Also, check to see if you have any programs installed such as Save! which might do that. Any free programs that you might have installed on your computer might be causing this to happen. Try to look back at what you did prior to this happening. If this involves an application that you need and don't want to remove, please contact me and I might be able to help you more. Hope this helps!

Download FIREFOX and use that as your browser. Only search with Google, do not use Yahoo or anything else. That should solve your problem, unless you have adware or spyware causing it.
http://www.firefox.com to download Firefox. It's free and it's fantastic.

Install / download a "pop-up blocker" but be sure that you aree installing a credible software for it may damage your system. Some "pop-up blockers" comes with a trojan horse or virus. I suggest that you secure Microsoft anti-spyware.
