There's no software that can mask your IP address. The only way you can hide your IP address is to use a proxy site. Your IP will still be known to the proxy operator -- and if you're up to no good the proxy operator will hand over their records in response to a subpoena or court order.

Proxies don't slow down your processor. However, free proxies are usually badly overloaded and have slow Internet connections. This slows you down significantly. If you want decent performance you'll have to pay for it.
