In terms of look and feel, Batman Returns (1992) seems to have more in common with "pure" Tim Burton films such as Edward Scissorhands (1990) than the 1989 original. Was this a deliberate creative decision, or just coincidence?

Reason one was budget. The first movie was an experiment. The second movie was a sequel. One thing about action sequels is they have to be bigger and more elaborate tha n the original movie. Batman Returns has twices as many villains and one of those it the Penguin who reminds me a lot of Beetlegeuse in the way his crew looks. I think Burton drew on his previous films to give him a way to impove on his last film.

I dont know that is does. Being a fan of Batman and Tim Burton I remember going and seeing the first Batman I remembering sitting in ah i had never seen anything like it before. Yes it didn't have the swirls of white that we are accustomed to in Tim Burton movies but it was a dirty dark Gotham. Yes he had the swirls of white in Returns but he also had the penquin. I believe one looks like a Tim Burton film one of his best possibly.

For Batman 1989 all the suits were riding on top of everything.

With money in the bank, they let Burton have more control and so more of his style was seen in the second film, but many felt it was not as successful as the first.

I would agree with you especially with the look. The difference is always going to come down to money and time. It was not coincidence. They were trying to tap into the 'Dark Knight' image that DC had recently had success with. In all of his forms Batman is still one dangerous dude.
