It depends on the concentration of both solutions. Right now, I would say that they are both around equal strength with regards to electrolytes. Although, I'm leaning towards NaOH because it takes a LOT of acetic acid in order to match the dissociation of NaOH.

Difficult to answer without numerical values.

I would opt for NaOH since that electrolyte is completely dissociated acetic acid in concentrated solution is only very partially dissociated and can not easily transport electric charges
