IMO, Quadropenia still stands as the finest rock opera ever conceived. The story is classic, and you cannot help but be moved by some of the songs, not to mention that many of them turned out to be hits. A great idea to incorporate a little of the distinct personalities of each of the band members in the central character of the opera (hence the name "Quadrophenia".) The film helps put it all in context, if you are not already familiar with the story, and provides an entertaining look at a young Sting. If I could only have one Who album, it would be my choice.
I bet more pepole bought "Who's Next" with the anthemic "Baba O'Riley"... Y'know, "Out here in the fields, I fight for my meals... Teenage Wasteland"

Tommy (the album, NOT the soundtrack) is The Who's highest selling album. But as far as their finest album is concerned, that is a matter of personal taste.
However, assuming that album sales determine the quality of a recording, then the answer is Tommy.

My personal favourite is Who's Next. Critics are usually torn between this album and Quodrophenia, by most of the time Who's Next is listed as their best album.
