Why does Athena appear to telemachus in disguise? Whats the reason for it?

This is a common occurrence in Greek mythology. The gods appear in disguise for one of two reasons; either to avoid tipping someone off that the gods are involved, or to test the faith of mortals by seeing how they react to those whom they believe are fellow mortals. Athena's appearance has a little of both possible motivations. I'm not sure where but at one point she says in so many words that the gods have decreed that all of the suitors have been condemned by Zeus for abusing hospitality; catching them unawares is an important part of the plan.
