Will the oil or water keep the sperms in the semen live for longer time after it has been ejaculated since those things seems to be keep the semen moisturized out side the body of male?

Moisture won't matter much, if the semen gets cold. Semen has to be kept warm ... body temp.

the only way to preserve semen/sperm cells is inside a body or in a specially formulated extender that actually slows down the metobolic rate of the cells allowing them to die more slowly. If sperm a placed in extender the should be stored at 17 degrees C until insemination. This extender is not commercially availiable to my knowledge.
Oil and Water are both spermacides.
