It depends on how old the person is. If this is a younger person. It might be a yes. Maybe this person has never had a girl friend or is shy. So they don't know what to do. So instead of revealing this it is easier to not to get involved.
On the other hand it could be no.

I agree with Fluffy. It has different connotations than just a plain 'No' . . . it's softer, not so abrupt, something you'd use to break some news gently or to indicate that you haven't given it much thought or haven't decided or feel wishy-washy.

In the example you gave, it's a 'No'. Just a dressed-up 'No'.

I think that's a 'no'.

Is this a question about your husband or being pregnant?

Girl, you are confusing with your other quesitons and posting this one in glbtg section.

Anyway, not really is a nice way of saying no.

It means someone doesn't want to commit one way or the other. They want to avoid making their feelings or thoughts known.
Or they just can't make up their stupid mind.
My sympathies to you!

depends. all psychological. maybe they do. maybe they dont. or its to spare someone's feelings. I told a girl no who asked me and her "clique" got ALOT of people to bash me for simply saying I didnt like her.

I think it's usually an "I haven't thought about it" or "I'm not comfortable talking about it so I'll stall"
