How about writing about how cities have become a melting pot for people from all over the world. In Oregon, there is a huge influx of people moving from California as well as immigrate from other countries. They come from all walks of life and every class of people. The infrastructure (roads, schools, prisons, etc.) was never made to handle this many people.

The goal of government is to help people live together. As resources shrink, migration of families occurs, and people live in less and less space much stress is placed on the fabric of society. Unless you respect the differences and promote understanding there are great tensions and as a result people live in fear and isolation from their neighbors.
