Is there a state in which you can practice with a foreign country license without being licensed in that state?

I certainly hope not and I really doubt there is a state like that.

The point of licensing is to protect citizens by making sure doctors are qualified to a certain degree.

Those who hold a foreign country license can get a license to practice in the US, but after proving that they are qualified. Typically, this means some combination of passing national board exams and proving clinical experience and/or medical education.

Not in the us. You have to hold a legitimate lincense in the state which you want to practice medicine.
