if you're planning on keeping this pregnancy you need to tell your parents or at least go to planned parenthood so you can get proper prenatal care. More than likely you are not feeling the baby move... the baby is tiny right now and not likely strong enough to bump you through all the amniotic fluid, the uterus, your muscles, a layer of fat and several layers of skin just yet. Sometimes really skinny people feel their babies move earlier than "the norm" but even then it takes longer than 13 weeks.

If your bigger than you think you should be, it could be twins. The sign for twins is a larger than average tummy for those who have not had an ultrasound. 13 weeks makes sense as far as feeling the baby kick and no they never kick when you want them to. They do their own thing. Your walking and movements are like a rocking chair to them, or it, lulling it/ or them to sleep. TELL YOUR PARENTS. They can help you through this.

Im sorry but your baby isnt big enough-nor does he/she have the muscle development at 13 weeks to be able to feel him/her--seriously you are probably experiencing gas.
from 16-18 weeks is when you will distinctly feel baby roll/move around inside--they dont actively 'kick' around in there until 22-23 weeks.
if you are overweight- it may take longer for you to feel the movements.

Don't type in ALL CAPS. It makes your question very hard to read and fewer people will answer it.

Please tell your parents and get to a doctor ASAP. Your baby needs proper prenatal care.
