Oh goodness; hands down would be Peach Girl. A friend got me hooked onto it (seeing as I'm not a romance drama person), but I had wound up purchasing the first 4 volumes in 1 pack because I was pissed not being able to find the 3rd volume at the bookstore and THEN watched the anime (adds so much more).
^_^
If you're not picky about yaoi; the "Only the Ring Finger Knows" is a good one too. It's for 16 and under so you don't see anything except a random embrace here and there.

Well, if you're into tragic romance dramas, Rurouni Kenshin hands down! Not the series, I mean the prequel, known as Samurai X: Trust & Betrayal.

If you don't like romances that make you cry, then steer clear. This story's sadder than any romance drama I've ever seen, worse than Romeo & Juliet.

It's about a boy named Himura Kenshin who is trained as an assassin in the 1860s, Japan's most violent era. He is hired by a rebel group & soon becomes the most skilled assassin in Japan, but at the cost of his own humanity. Then he meets this mysterious woman named Tomoe & they form a close & quite romantic relationship as she tries to save his humanity. However, the story turns tragic as victims of Kenshin's crimes seek revenge.

Lady Oscar (Versailles No Bara), by Ryoko Ikeda. Definitely.
It's one of the most popular anime ever, especially in Europe (Italy and France even more); general Jarjayes, always wished for a son, but after five daughter, here comes the sixth one!
So he decide to give her a male name and raise her as a boy in army life; eventually, Oscar became personal guard for future queen Mary Antoinette when she first came to France from Austria; both romance and drama sides mix real life and fictional charachter.
