The numbers correspond to the "ports" (i.e., sockets) on the back of the router. There's a cable plugged in from your computer to one of these ports.
There's another cable plugged in from your cable modem or DSL modem to the router, too - and that should also have a light associated with it on the front.
When these lights are not lit it can mean (as you surmised) that the router is having problems. But it can also mean that there's something wrong with the connection.
The first thing to do is to check all of the connections on the router and the computer and make sure they're tight. Unplug the wires and plug them back in, making sure the "click" into place.
Also, unplug the power cable from the router, and then plug it in (this will reset the router) - this can sometimes help when you have problems.
If you need more help, call Linksys; Be sure to let them know what model Linksys router you have (Linksys sells many different routers, and they all work differently).

If you haven't already done so. Check the cable going from router to computer. Make sure it is connected firmly from both ends.
You possibly could also have:
A bad cable. - Try another cable
Problem with your NIC (Network Interface Card) on your computer. - If it has lights see if they are lit. - Reboot computer
Try Unplugging the router - wait about 30 seconds and plug back in and reboot computer.

Reset it, there will either be a small button on the back you can push in with a pen point or other thin object, or just disconnect it from the power source. Disonnect all ethernet cords, and reattach power source and or let go of reset button. Reattach all ethernet cords and give it about 1-2 minuets to configure itself. This should do it for you, if not chat with linksys technicians with the source i have provided below. Hope this helps, Brodster.

Unplug your router for five minutes then plug it back in. I would reboot and cycle power on everything else attached to it. Many people let their systems run for days and weeks even. They forget that these things need to have their power cycled from time to time.

Try resetting it (little button on the back), unplugging it and plugging it back in, doing the same two things to the modem, and adjusting the antennae.
Also try fixing the wireless connection on your computer (right-click on the linksys icon in the menu in the bottom-right of your screen).

try power cycling the router, unplug it from the electric let it unplugged for 1 minute then plug it back in, if this does not work thy going to linkysys and check out trouble shooting, (linkysys.com

Check all the plugs and connections, it doesn't even sound like the power light is on. Unplug all of it and plug it all back in. Not sure what model you have, check the sites I listed for more help or go to www.linksys.com and look up your model.

no if it is hooked up to wireless than it wont those lights only light up when you have a dsl cable from you computer run straight to the router

reset your router dude...if it doesn't work maybe the house connection not work properly, then just apen it and take a look...
