Can those who have seen it help me understand it. The scene is the road block theme.
1. What the Heck!
2. Why were the cops beating up people.
3. Why were people waiting in line.
4. What did the roadblock have to do with the movie?

The police were in on the whole gaming thing. They took reports and then threw them away. The peopl are standing in line because they were shopping and things are limited in the area, first come first served. The road block was to make sure that people did not escape the game house. It was okay to leave just not okay to leave after being tortured.

Cause cops are aggressive in certain countries. People were waiting in line thinking the police are looking for criminals when they're actually watching out for the escapees. The top cop in the area was a dirty cop.
Been a while since I last saw this movie, I could be wrong.
