The actual cause of this would be overheating the piston and cylinder, decreasing clearances to the point that the aluminum piston and steel cylinder wall effectively weld themselves together. This can result from several things, including lack of lubrication (insufficient oil volume or pressure and/or wrong oil/gas mixture for a 2-stroke), a too-lean mixture (incorrect jetting, changes to the intake and/or exhaust without proper rejetting), using too low a grade of gasoline, resulting in detonation, spark plugs of the wrong heat range. Another frequent cause is overheating from excessive idling and/or low-speed riding, without enough air flow to adequately cool the cylinders, thereby overheating them.

Most probable suspision is oil was not added to the fuel mixture, or if it has a separate oil tank, the tank was not kept filled.
Overheating from too much work and not enough cooling.
Running a fuel mixture too lean - possible vacuum leak in the crankcase, or another part of the fuel circuit.

1.) wrong oil to gas mix, too lean fuel settings...
2.) engine sitting dormant for too long.. rings freeze to cylinder walls.
