In slang, it means wassup, hi, hello or any other term of greeting. It could also mean call back, or sms back or write back. You'd use it if you contacted someone and you would like them to get back to you, so you say "holla back'.
Its also used as a term of agreement in slang so if someone says something that you can relate to, you would say, 'holla" to show you agree with them.
