Inexpensive common products:
For those brown stains from iron, lemon juice is excellent.
White vinegar works on deposits. (Lemon juice too.)
For commercial products:
Calgon helps a lot with hard water deposits. Also lemon soft scrub works wonders. Both are inexpensive. If you want something a little better, Iron out works too, but it more expensive.
CLR (Calcium, Lime, Rust) is supposed to be good as well.

According to Consumers Reports testing, "All powdered cleaners ... are effective at cleaning soap scum". Tough stains, such as hard water deposits and rust, "proved a hard match for most bathroom cleaners".
What I would do is use CLR to get the bathtub really clean. Then to maintain it with a regular cleaning, try Mr. Clean Magic Reach Scrubbing tub and shower pads.

There is a cleaner called Tub & Tile cleaner maid by rubbermaid. I have only found it at Wal-Mart it isn't with cleaning stuff at my Wal-Mart it was over by the air conditioner filters. It cleans calcium, lime, rust and soap scum. Very little scrubbing to be done. It cost about $4 dollars for 32 oz. But it doesn't take much and it makes cleaning tub and shower easy. I cleaned houses for a living so I have tried almost everything this is the best.

The thing that works best is OVEN CLEANER that comes in a spray can. If you spray the tile and leave it on for about 20 minutes, the soap scum will wipe right off. You don't need to even scrub!The tile will come clean and so will the grout.

Actually lemon juice concentrate. Wicked hard to get hold of though--almost impossible in many places. If you just can't get it, buy white vinegar and mix it with cheap ketchup. Be prepared to scrub quite a bit though, using plastic kitchen scrubbers.
In either case it's the acid working against the scum. Lemon concentrate has a much higher acid than the above, and lacks the sugars that make the ketchup concoction smelly if it isn't rinsed absolutely thoroughly.

I have tried everything myself, even mailorder stuff and home remedies and with no luck.
I just started using "KABOOM" and I LOVE this cleanser. We have a very old tub, and this stuff got it a whole new level of clean. It is a little strong, so use caution near skin, and I would turn a fan on becuase of the fumes. They aren't that bad, however, and I can't believe how well it worked for my tub.

you can actually get a pumice stone, which will scrub stains off of porcelain better than anything else. You don't need to put any cleaner on it or anything, and they last awhile.
you also don't need to scrub very hard or very long. just make sure it has corners on it and not rounded edges, it will make it much easier to use.

spray scrubbing bubbles (the foaming kind) and leave for a couple of minutes and then use a green scrubby pad and a little elbow grease and it should come off. It always works for me.

Use a good cleaner and scrub with a used fabric softener sheet from the dryer. Like the net scrubbie but cheaper! I have cleaned houses for people and it worked great....they would ask how I ever got their bathroom tiles and shower walls so great looking!

All answers so far are great...I would like to add one thing.
Try this cleaning cloth. You have to buy in packages of 5 but they are only like $3 bucks a piece. I have ordered them and use them on everything, especially cleaning windows and clean mirrors. They are made out of tiny fibers that seem to work like magic on removing tough stains. They are guaranteed not to scratch and all you do is rinse the cloth under water, wring it out and wipe ANY surface with no streaks or scratch. Use em over and over. I have not thrown one away yet!
I even waxed my car with it! I am sold on this ...I encourage you to try it out.
