You need a 3rd party software like Disk Director to do it without formatting. I use Disk Director and can say that it is a reliable user-friendly software with nice interface. It will perform any partitioning task without loosing data. Here you can read more about Disk Director: http://www.acronis.com/enterprise/products/diskdirectorsuite/

Why partition? It just complicates disk use. You can use folders and sub folders to do anything a partitioned disk would allow you without the hassle. ****** I've used Partition Magic to setup NEW disks many times but it is error prone. Rather than partition one drive into two I'd recommend you actually get a second hard drive and put it into your PC. I've done this for years and it is a great place to store copies of critical files in case the primary HD goes bad. The chances of two HDs going bad in one PC are almost zero so you have a fast and reliable backup destination.

Use a program called Partion Magic or my personal fav Acronis Partion Expert...They both work well but i've found Acronis to work much smoother in certain rare problems...They will maintain your existing harddrive content while splitting them up into whatever sizes you like...They cost but you can always get them from a torrent site for free.

partition magic....
i used that some 10 years ago ... n proven working for me....
it is not usually recommended to split your hard disk to two when you still have files in it. you will get something corrupted later, thats my personal advice...
the best way and its free+safe:
1. backup your files
2. format it
3. window xp cd will allow you to partition it.
