Militarily or Economically?
Either way.
1) By continuing to improve political and economic relations with the "West"
2) By improving their infrastructure (utilities, roads, services, etc.)
3) By taking an active influencing the stability of the East Pacific and Indian ocean regions.
4) By controlling the growth of population

When you consider that they are the World's largest Democracy, how much bigger did you want them to get?
