If you go to Apple's website and click the "Store" tab, down in the bottom right hand corner there's a space that says "Special Deals." They sell refurbished products there. I got a new 5th generation 30 GB iPod for $149 there. That's the only way you're going to get substantial savings on an iPod. Apple doesn't let there resellers discount them more than $5 or so.
You don't have to get your music from the iTunes store. You can use iTunes to rip CD's into iTunes to load onto your iPod. Besides Apple's AAC format, iPods also play mp3's. So anywhere you can download mp3's from will work for getting music.

If you go to a member based warehouse like COSTCO or SAM'S CLUB, they're relatively cheaper, but only like ten dollars cheaper, and they might not have the one you want. Otherwise if you're willing to compromise, electronics stores have had after Christmas sales, so give that a try.
