no, if you max savage blow without dagger mastery, you will regret it. you will be hitting nooooooob numbers like very nooob numbers.
dagger mastery FIRST. dont max dagger mastery while savage blow. its very bad

1 in savage blow wont do much unless you are planning to train on snails. you should get 19 in dagger mastery first. you shouldnt put 20 in mastery because it only adds one accuracy. it doesnt increase your master. after 19 in dagger mastery, you can start maxing savage blow. you will have max savage blow at lvl 47 i think. then put 6 in booster so you will have faster attack for 1 min. then you start haste. after haste is maxed, max booster. the rest can either go to endure or steal or dark sight.

but then... you don't always have to follow guides =)
