OK, if you want your site to meet the web standards, the World Wide Web Consortium (W3C) has the answers. They're at:
http://www.w3.org
and they have a free validator that will check your site's code at:
http://validator.w3.org.

Otherwise, if you want the best info on how to create a useable and effective site, this is the place to go: http://www.useit.com/

Hope this helps.

Your question is VERY general. Do you want to create standards for your website? Do you mean standards for conduct? Or do you mean standards for web design and coding? If design, www.w3c.org.

Please clarify your question.
