Why would you think a service pack is not genuine windows XP? You might want to search your laptop maker's web site to see if there is a BIOS update.

Why not try DSL linux instead? It goes one freak of a lot faster, smaller os, loads in 128 megs of ram, or on disk.
If you can run XP on the lappy, you could run DSL faster. Try it and see, burn it onto a CD or pen drive and you can run it without having to (gasp! the horror!) taking Windows off. You can run the whole thing in RAM. And you could also download/and/or/upload files onto or from your desktop. Even save Windows files on the XP disk through the Linux. It's made for networking.

The pci.sys file is for a desktop. laptops tend to have pcmcia bios, not pci or isa.
If you want the genuineXP files you can UPGRADE the service pack installation, the basic files and filesystem are the same. The difference is the number of features.

Did you know, when you run a Windows Install CD backwards it plays Satanic messages?

But when you play it forward it does something far more sinister... it installs Microsoft on your computer.

In a world withouts walls or fences, there would be no need for Gates and Windows.

the more modern xp discs come with sp2 already on them, it is not a good idea to run a pc without sp2 as it deals with security upgrades such as the firewall and security centre, as far as bios i am not sure
