Generally the President have the mandate on whether to Nuke a country or not. Not the general. The president only says On or Off. The general executes the rest.

I don't believe that the nukes were necessary to defeat Japan nor do I think an invasion of the mainland would have been necessary. As I understand it the Japanese did not unconditionally surrender. They had terms for the surrender, among them was keeping the emporer. In addition these were the same terms the Japanese had agreed to before we dropped the bombs.

I don't know if we had other reasons that were justifiable for using the bombs or not. But some claim that it was necessary to stop the Russians from invading Japan. If we hadn't dropped the bombs there might have been a North and South Japan just like the North and South Korea, and the East and West Germany.

But I believe the President controls the bomb codes and only the President can authorize the use of the Nukes.

Indeed, 10 years ago the field generals did control the nukes, however in 1997, the rule was changed, so that the President now has to directly authorize all nuclear launches.

the presinent in my country is(USA) he is the military top dog,who has his finger on the red botton.though hopefully congress must vote on it
