The hand gallop is a controlled gallop. The key word here is "controlled". .. It should not be an all out "race" speed, but should be a true gallop which is a four beat gait as opposed to the slower 3 beat gait of a canter. It is fast, but should be no where near the top speed of the horse.
The hand gallop is often called for in many show classes. Push the horse just beyond his canter. The judge will be looking for a horse that is completely in control and responding to the rider. He will especially be looking for what happens when the call is to slow or stop from the hand gallop. Have fun and be safe!

In dressage it is actually an exact rate of speed also. The chart things out in meters per minute for jumping courses. You don't have to be dead on of course but it gives you a very good idea. With practice you can judge your horses pace very accurately. Like Donnybroo (?) said it's a true gallop but not a flat out sprint.
