No need for a list. Basically, you can combine any Chinese character(s) to make a first name. There are a few combinations that are unacceptable. For example, a few years ago a family tried to name their son "AKUMA" which means "DEVIL" in English. So, when they tried to register the name, city hall would not accept it. I am not sure what happened, but they eventually chose another name that still had some negative connotations, but not as bad.

go to Advanced Search, and do a search by origin/nationality under Japanese.

This should get you 162 names.
