i want to do this because i am running the apache server on my pc and i would like it to be on 24/7 if possible? does it cost much to keep my pc runnign 24/7 withoutt being in sleep/hibernatij mode ? and also if i kept it on while not being in sleep mode would the led/neon lights in my pc have a shorter life?

No, you can't do that. In sleep or hibernation mode your computer is essentially turned off.

You should never allow a server to go into sleep or hibernation mode. If it does it will be inaccessible.

At typical electric rates it costs about $75 - $100 a year to leave a standard PC running 24/7 without the monitor.

Few PCs have neon lights; they use LEDs almost exclusively. Neon lights have a typical life of about 10 years. They don't actually burn out, the glass just turns too dark for them to be useful. LEDs have a life of 10 - 20 years or more. Both will last far longer than your PC is likely to.

Sleep/hibernation mode is much the same as turning off the CPU. The main difference is that what was in RAM memory is saved to the hard drive and reloaded into RAM when it wakes. Just as when the PC is turned off all external connections become inactive. It will cost a little more to run a CPU 24/7 but not a lot. Go ahead and allow the monitor to shut down, since you won't be looking at it. Most LED last longer than Cup's so don't worry about them burring out. If they do burn out it's usually because they were defective in the first place, not because of hours used.

led & neon lights last a long time so no worries there. depending on the power consumption it might cost $10/month to keep that system on 24/7.

I would build another smaller system for the server and only install the bare essential hardware components. not sure why you have neon lights in a server?

When your computer goes into hybernation it basically saves a copy of everything that is open and then shuts down. this is why it boots up really fast.

Just keep the computer on, your looking at about $10 per month to keep it running constantly.

About the nean lights, im not really sure about that one.
