Most of Québec Province ,from Ontario border
to 63o West Longitude is in the Eastern Time Zone, as is New York City.
The area East of 63o W. is in the Atlantic Time Zone,and does not adopt Daylight Savings Time.

Yes, the lower 48 use Eastern, Central, Mountain and Pacific time zones while Quebec only uses Eastern time.
