You mean
1 - He cannot afford a car, or he cannot afford to buy a car.
You can't grammatically put the word never in sentence number two, because never implies it is an action that has not been done before, but since he has read a religious book, you could only say, This is the only religious book he has ever read. I guess if you wanted an odd sentence, you could say He had never read a religious book before this one.
