Any California Loan programs for people out of country?

I have two clients who want to buy a home in California. One just moved here from out of country to accept a job and is on a H-1. He has no credit history or tradelines. What's the best loan program for him? Another client lives out of country and just wants to buy property. what's the best loan program for him?
