I know it is not the flue damper, that is a separate handle inside the flue.

could there have been an oven in your fireplace at some time. My grandfathers fireplace had two handles, one was to heat the oven.

Hard to say, but on some old fireplaces designed to burn coal there was a grate shaker. This caused the clinkers and ash to drop to the bottom.

if the flue thing is what opens and closes the vent ,or maybe turns gas on

You may have a heat-o-later. It allows the heat to circulate around the firebox & out into the room.

It's probably to open or close the chimney vent.

could be to adjust combustion air flow, shake grate.
