Freckles appear after being in the sun. It's not serious, however, this means she has fair skin and needs to be very careful in the sun - people who get freckles are more likely to get skin cancer. So, make sure she always puts on sunscreen.
Oh, and the growing boobs and freckles don't have anything to do with each other.

If you are a boy you should not be looking at your sister breasts. If you are a girl now is time to convince your sister to talk to your mother (she should be the one to talk to mom). This prevents violation of trust between both of you. Probably you sister has a very light complexion and the freckles are due to sensitivity to the sun light. Sister needs to use lotion with sunblock protection, the higher the number the better the protection.
Good communication with parents consist of discussing everything including unimportant things. For parents everything their kids feel, think and want is VERY important. No one cares more than your parents so talk to them.

When you get freckles on your chest it is a sign of being in the sun too much. This usually happens to middle-aged women. As for growing, that is still normal at 15.

no nothign serious she has just been hanging out in the sun to long. just tell her to use some sunblock and she wont be getting anymore freckles. also its natural that her breasts are getting bigger when you get older your breasts start to become fuller.
