Is it cold in your area or are the finances just not available in the fall, winter, and spring months to clean the pool? My guess is they are financial strapped, so it's unsanitary to use the pool.

Are pool doesnt close but i swim year round outside.

If the pool is indoors then maintenance is cleaning the pee out of it.
