What does the message "The person you are trying to reach is not accepting calls at this time" mean when I call a cell phone. Does this mean they have turned off their phone? Does it mean they are out of coverage area? Does it mean they did not pay and service was cut off, etc?

Its basically a polite way for the cell phone provider to announce " this person hasnt paid their bill ", and not embarress the customer.

It likely means the cell is turned off. Or possibly they have call blocking and your number is blocked? Different providers use different announcements and offer different services.
