There is no firewall built into Windows ME. In Windows XP with SP2 only, you can go to the control panel and find the firewall icon. Double click on this icon and you can enable or disable the firewall.

Windows XP:

Click Start --> Control Panel
On the Conrol Panel Window, double-click Network Connections icon
On the Network Connections Window, select Local Area Connection. Click File --> Properties
On the Local Connection Properties, select the Advanced tab. Then click on Settings button of the Windows Firewall. Then select On or Off on the Firewall Settings. Then click the OK button.

I assume you are talking about the Windows Firewall and not a third-party software program.
Click on the Start button in your taskbar and then click on the Control Panel button.
If you are using the default "Category View" you will see a button marked Security Center. Click on that. Then, you'll see an icon at the bottom of that window under the heading "Manage security settings for:" that looks like a brick wall in front of a world. Click on that. Then,you'll see s window giving you the choices to either Enable of Disable your firewall.
If you are using the "Classic View" Control Panel you will see an icon marked Windows Firewall. Double-click on that and you will go directly to the Enable/Disable window.

For this question I suggest you to install an antivirus software which has a feature of a firewall. most of the commercial antivirus software nowadays include the firewall feature. not only it gives you a firewall, it also protects you from viruses. this work both ways for ME and XP. Also do windows updates in a regular basis.

From Start Button select the Help menu and search on firewall.

Best to use another firewall other than Microsoft's version....
