AMD Sempron is way better than the P4. Not only due to the clock rate but due to cache and hypertransport between PCI express and CPU.
Moreover, Sempron is 64 bit processor which runs 32 bit apps better due to the fact that the 32 bit stream is extended (AMD technology). The EMT 64 of the P4 does not offer good performance for 32 bit apps.
Go for the Sempron.

since your comparing those 2 processors i would have to say that the AMD Sempron is better cause its newer...the older intel pentium 4 1.7ghz (willamette core) didn't do too good against AMD until northwood core which is i think 1.8ghz and up

Go with the pentium. Sempron is amd's bottom of the line processor. Either go with the pentium or the amd athlon
