First off, I am Canadian. That said, hands down America!! Russia is poor now, even though I still believe the US would have won had the Cold War escalated. Technology and power unmatched. A nice neighbor to have indeed...especially with our weak armed forces!

This was a question that was all too real, and frightening, back in the Cold War Era. You'd have gotten a LOT more empassioned responses back then.
