I guess the title says it all. I have C/C++ programming experience, but absolutely no experience in game programming... is there some sort of downloadable freeware real-time strategy engine that you can use to make your own highly-customized RTS games? Or am I hoping for too much?

Free applies to toolkit.
Open Source is free and you can modify the code.

There is over a hundred of open source RTS. Choose anyone, modify in any way you want and have fun.

The "Easy to use" part in your question is relative - it depends on your coding abilities. But I guess basic C or C# is okay to modify these RTS engines.

I Have Used One, i Think It Was Named RTS Toolkit..... Try It Out, Its Easy To Learn And you Can Create Games With grafix Of Mario.....(LOL)

Agree, sturdy question. i'm going to throw a vote out for Apache HTTP Server. in case you want a kit, i could circulate with the LAMP stack (Linux, Apache, MySQL and own abode page). undecided you will have the ability to locate a valid "maximum costly" considering that each and each guy or woman will value the appliance in a distinctive way. nonetheless, must be interesting to work out what maximum folk %..
