Could inspector's be rich? as in . . .having beautiful manors and estates and such.

And what did inpsectors DO in those days . . .did they chase after criminals and stuff??

No, they were public servants. Unless they took bribes, or
money under the table, the answer is no, or if they married
into money. They investigated crimes and disappearances,
like they do today. They were actually closer to the modern
day detective in terms of their job duties than an actual police
officer who apprehended criminals.
