Generally, no - with some exceptions to the rule.

Companies, can and do have corporate cars with their own advertising on them. Do they pay third parties to drive around with their logos on them? Generally, no.

The key issue, at least in the United States, is liability. If you have Company X's advertisement on your car and you accidentally go plowing through a crowded farmers' market, then that opens the company up to litigation. Hence, companies are loathe to put their advertisement on third party vehicles. They are more likely to hand out decals, bumper stickers and other collateral rather than sponsor vehicles.

There are some exemptions from this rule. In these cases, the company has liability insurance up the wazzoo to insure against liabilities and contractually control the driving behavior of the drivers to prevent them from doing crazy things that would damage their brand.

It sounds like you are asking whether there is a market there. Perhaps there is. Perhaps not. But be prepared to defend yourself as to why this is cost effective to the company (e.g. cost per impression versus other mobile media platforms) and defend how you are a limited liability threat (e.g. iron clad insurance, no tickets, no accidents).

Umm, sometimes, but there are tons of restrictions. You have to take all kinds pictures to prove you're advertising for them, and you also get into tax complexities, since the car is technically being used for business.
