Rutherford is an inspector, and his partner is Mr. Fenwick. Rutherford saves a prostitute from an attempted suicide and slowly finds himself falling in love with her. But what reason can Mr. Fenwick have for disliking Charlotte and always trying to make Charlotte look bad in front of Rutherford??

Please, not the cliched scenerio of Fenwcik trying to ruin Charlotte's chance with Rutherford because he, Fenwick, was rejected by her. Is there any other possible scenerios?

Yes, I think there ARE two other possible reasons(SCENARIOS) why would Fenwick dislike Charlotte (the prostitute). The first is Fenwick is a very moral man, and the thought of Rutherford with such an "immoral" woman repulses him. The second is Fenwick would prefer to see Rutherford with another woman, perhaps one who is already engaged to Rutherford, and who is much more stable emotionally, educated, and more attractive.

Perhaps Charlotte is Fenwick's half sister, born of an affair between Fenwick's father and a Victorian Era Madam. On her deathbed, the Madam told Charlotte that Fenwick's father was her real father. In a desire to know her family, Charlotte contacts the father but is rejected by him. The son, Inspector Fenwick, accidentally finds out about the connection and approaches his father about it. The father admits to the affair but he does not want the family to have anything to do with Charlotte, due to his high position in the Royal Family as a personal assistant to Prince Albert, the Queen's husband. So he tells the younger Fenwick that she has been blackmailing him to keep things quiet. .But she has not done this. She simply wants a family.

Because in that era any association with a street walker will cease any attempts at advancing in his job, even if the association is that of his partner, both of their integrates will become suspect, and any calls that they make will come under review, they could in fact end up losing their jobs for lack of moral fortitude.
